P= 4s
  = 4(7)
P= 28

Perimeter of a rectangle:
Given: l = 7 w=3
P= 2(l+w)
  = 2(7+3)
  = 2(10)
P= 20

Psquare - Prectangle 
   28      -       20          = 8 meters

Therefore the perimeter of square is longer than the perimeter of the rectangle by 8 meters. :)
