The policy towards filibusterismo in the Philippines during this time was one of suppression and control. The Spanish government feared that any dissenting ideas or movements could threaten their authority and control over the colony. They implemented strict censorship laws and punished anyone found propagating seditious ideas. (El Filibusterismo exposed this all.)
