The downbeat of a piece of music is always “1”. It isn’t necessarily the loudest sound, but it feels the strongest. Count the beat (the pulses) until you get to the next really strong beat. That is the top number - the grouping of beats into measures.
Duple meter is music in 2 = Strong, weak. Think marches.
Triple meter is music in 3 = Strong, weak, weak. Think waltz.
Other meters are combinations:
4 is two duples = Really strong, weak, kind of strong, weak. Music in 4 is the most common, because the alternating strong and weak beats make it easy to move to. Think almost any pop song you have ever heard. OK, at least 85%.

6 can be two triples, or three duples= either Really Strong, weak, weak, kind of strong, weak, weak (this would usually be 6/8), or Really Strong, weak, kind of strong, weak, kind of strong, weak (this is usually 6/4).
Other combinations can get you to even higher numbers, but those are more unusual, so they are not used very often
