Prior to June 11, 1901, the Philippines never really had an autonomous and purely judicial court to execute justice for those who seek and need it.
Before any colonization, justice was carried out by chieftains of tribes and village leaders. Justice was carried out differently in every tribe and village as the Philippines as a country did not exist under a unified law. Justice was either a trial of combat and survival, trial by public vote, or perhaps a fair trial depending on the presiding chieftain.
During the Spanish occupation, the Royal Audencia was established but it exercised both judicial and administrative functions. The establishment of which was mainly for the benefit of Spain.
During the years of revolution, there were no organizations to oversee justice because the war overtook and exceeded the need for it. After the war, Emilio Aguinaldo proposed that Apolinario Mabini would be the Chief Justice since he was a lawyer by profession but it never came to fruition due to the American occupation.
During the American occupation, General Elwell Otis re-established the Audencia. When the military governement was abolished to give way to an insular government, the first ever Supreme Court for the Filipinos was established with Cayetano Arellano as its first chief justice.
