The sacrament of confession is based from a statement made by Jesus that says whoever they (the apostles) forgive is forgiven by God, those who are not forgiven by the apostles are not. In other words, Jesus gave the authority to forgive sins to his apostles. And the priests, as the successor to the apostles, also inherit the authority to give absolution to sinners.
