In order to convert percentage to decimal point, you just divide it by 100 or simply put a decimal point two places from the right.
Example:
Percentage -> Decimal
90% = 0.90
12.3% = 0.123
456% = 4.56
Notice how I put the decimal place two places from the right?
Fractions cannot be converted to whole numbers unless they are both divisible to each other, and that the numerator is larger than the denominator.
Like
[tex] \frac{4}{2} =2[/tex]
[tex] \frac{9}{3} =3[/tex]
However, if we exchange
[tex] \frac{2}{4} = \frac{1}{2} [/tex]
[tex] \frac{3}{9} = \frac{1}{3} [/tex]
It still remains a fraction, but we can simplify it.
