Secular means keeping religion out of government. Secular means all policies and practices of the government are determined without reference to any religious books, diktats, traditions or practices. Secular implies equal rights to people of all religions. It also means that religion becomes an individual matter. People have the right to practice their own religion, traditions and practices, as long as such practices do not violate the rights of others. Religion, in an ideal secular state, would have no say in legal and policy matters.
