barangay, as the smallest unit of the society, still it has a big responsibilities to be handled,for instance mayor as the mother or father of one city he/she cannot handle all the problem or project the city encounters. so having a barangay with the brg.chair he take the responsibility to maintain the good image of it, all he need to do is the confirmation or approval of the mayor to act or to do that certain matter.
