Mulitiply these impediments by the numerous environmental problems our world and our communities now face, and you can see why these problems are difficult to solve. Pollution of all sorts comes from industrial waste and spills, cars and trucks on the roads, to individuals tossing cigarettes on the streets to be washed by rain into streams. Pollution and environmental stress comes from humans wanting more than they need, and not caring - or knowing - the environmental costs.
Economists call these costs 'externalities' because they are not accounted for in the costs of doing business, either by businesses nor by consumers. One of the best ways to help reduce environmental problems is to require all economic transactions to incorporate the environmental costs of producing and transporting goods, cleaning up accidents (like oil spills) and disposing of wastes, into the price of those goods. This would not only curb our excess consumerism, but having the monies collected to cover environmental costs applied to ameliorating those costs would go a long way toward solving many environmental problems. Of course such a plan would hurt impoverished people most. Plus it would be difficult to calculate potential costs.
