Honesty is an important principle of good governance since a degree of clarity and openness about how decisions are taken can help to build the capacity of the poor and marginalised to play a role in policy formulation and implementation; to influence these decisions that affect their lives; and to encourage decision- and policy-makers to exercise their power for the greater good. Good governance needs that institutions and processes try to serve all stakeholders within a reasonable timeframe. Responsiveness implies the receptiveness of institutions to the demands of their stakeholders. Institutions should be approachable to their clients and serve them within a reasonable time frame.
