Governments benefit from tobacco revenues and are willing to continue to enable tobacco related diseases and deaths to be compromised. So it is believed that tobacco sales should not be regulated by the government, which is one of the key grounds for keeping tobacco going. It's a legitimate point to make because fast food is unregulated, while alcohol and gambling are restricted but not forbidden, and while government involvement is on the rise, few people are opposed to these items. At the very least, these other "sins" have some validity. Tobacco has no room for moderation. Neither the consumer nor those surrounding them, or even those who are exposed in a tertiary setting are safe from cigarette smoke at any given level.
