It's written in R. A. 9775 Section 6 that the following are the individuals who can file complaints against the crime of child pornography:

1. The Offended party  

2. The parents or the guardians of the child  

3. Any person blood related to the child in the third-degree family of the same ancestor as cousins, nephew, niece and the like.

4. A social worker, an officer or any licensed individual from a child-caring institution.

5. An officer or a social worker from DSWD

6. Barangay Chairman or Chairwoman

7. Any law enforcement officer

8. Any 3 concerned citizens who witnessed the violation and lives nearby the place of violation

9. Any person who has personal knowledge about the offense .
