The purpose of the K-12 program or education system is to teach students abilities, either technical or vocational, that could help them get jobs or be hired especially if they don't have plans for college / university studies.
I personally agree to this method because it will help underprivileged children to have a chance to train for free, thus helping them to get jobs to make a living and be independent.
