During earthquake, if the communication is down, we should not wait for each other at the designated meeting place for a very long time because it might caused as greater harm than benefit unless we are sure that the designated place we are waiting in is very safe. But if we are not sure about that, it is best to evacuate after waiting for a short period of time because we might not be helping others but becoming someone else's burden if we wait for too long. Since communication is gone, it is very impossible to contact the others and the only possible to be able to save them is to save ourselves first.
