To eliminate y, subtract the second equation from the first.  The rule in subtraction of  polynomials: change the sign of each term then proceed to addition rule of integers.

      2x - y= 17
   -   x+y = -10  
      x      =  7

Substitute 7 to x in any given equation to find y:
   2x - y = 17
   2(7) - y = 17
   14 - y = 17
       -y = 17 - 14
       -y = 3
        y = -3

x = 7;  y= -3 is the solution to the system.
