Yes, I think what he did was right. Reporting bullying to teachers or authorities is the right thing to do. If the one being bullied starts being a bully then you should report him/her as well. There are no exceptions. Bullying is bad regardless of context. If the person who is bullying or quarreling with someone used to be bullied, it does not matter. Report that person so they may have a chance to learn what is right and wrong.
