Yes. Because they think they might be embarrassed because they don't know how to speak english.

No. Filipinos, in general, are often being praised by foreigners for speaking good english despite our social classes – from those in slum or poor areas to those in cities and other developed areas in the country, almost everyone can speak English because it's our second language so it's not something we're ashamed or shy of. I've seen documentaries from other countries that features these underdeveloped areas in the Philippines and people confidently waved at the camera, greeted the host and talked to him/her comfortably. We're very welcoming that we find no problem in meeting new people, regardless if it's one of our countrymen or a foreigner.
