I learned this before when I started to create my own comics
First, I thought of what topic I would choose
Think of the setting, conflicts, themes, and tones.
then I wrote the basics, what i know about my chosen topic, a style, and then a format.
Then I started to write conversations and arranged them accordingly with my chosen themes. (Hope it helps)
