take note that 8 o'clock would form a 240 degrees angle and that you wish to have it in straight line and straight line will form a 180 degrees angle. so you'll have:
M = 2/11(240 - 180)
M = 2/11(60)
M = 10.909
Therefore the time would be 8:10.909 
You can convert that into seconds if you have a scientific calculator of which i don't have but nevertheless that's how it is done.
