Queer is sort of the nice way of saying someone/thing is weird. Queer is a more happy and cheerful word than weird, but still has the same meaning. Many people do not use queer to mean weird though, in this generation, queer means 'homosexual' and is therefore not the best word to use in a sentence as people may confused as to what you are trying to say.
example:
"It is quite mistaken to suggest that there can be no queer ethnic community simply because our parents are not queer."
