There can be partial transfer of electron density from one atom to the other, depending on the relative electronegativities of the two atoms exchanging electrons. When the electronegativities are not identical, there is no identical sharing of electrons and partial ionic charges form.
The greater the difference in electronegativity, the more ionic that bond is. Partially ionic bonds are termed polar covalent bonds.
Nonpolar covalent bonds, with equal sharing of the bond electrons, arise when the electronegativities of the two atoms are equal.
