No, it is not within the vicinity of Philippine Area of Responsibility (PAR).  

The PAR has 6 points: 25°N 120°E, 25°N 135°E, 5°N 135°E, 5°N 115°E, 15°N 115°E, 21°N 120°E. The area includes most of Taiwan, some parts of Okinawa, Japan, Sabah, and Palau’s main island.  

The point 15°N 138°E is just 3 degrees east away from the boundary of PAR which is 135 °E.
